How municipalities use LED light-cured CIPP technology to prioritize scheduling and budgeting of residential and commercial sewer rehabilitation.

Abstract
Municipalities find that self-performing wastewater infrastructure repair and renovation projects significantly increases flexibility both in budgeting and in scheduling. LED light-cured CIPP lining technology contributes greatly to that capability. The method is fast, requires relatively low capital outlay and is easy for crews to learn and use. Projects that crews identify during routine inspections are quickly remedied and no longer jeopardize completion of other, scheduled work. Since the projects are now completed inhouse, they are neither subject to delays imposed by a time-consuming bidding process nor vulnerable to unforeseen conflicts that can arise in a private contractor’s own schedule. This presentation focuses on the City of Burnaby in British Columbia, Canada. The city’s wastewater department has been self-performing LED light-cured CIPP lining rehabilitation of 4- and 6-inch service laterals since 2020. The case study demonstrates how the city has used the technique to overcome a backlog and meet repeated surges in demand in a burgeoning housing reconstruction market. The technology has proved so successful that the city now has a dedicated CIPP crew and is expanding its use now to 8- and 10-inch pipes of catch basin and mainline projects. The presentation includes key insights regarding how the city successfully introduced and implemented a now well-proven method which, depending on the region, may yet be unfamiliar to some municipalities and their crews.
